Recommendations for a regional financing mechanism, a report on the Palestinian audiovisual landscape and a workshop on film sales on the agenda

Palestinian audiovisual and film professionals gather in Ramallah

The European Union’s Euromed Audiovisual III programme brought together Palestinian audiovisual and film professionals in Ramallah on Wednesday to present recommendations for a new regional financing mechanism, a new report on the Palestinian audiovisual landscape and boost access to the market with a workshop on film sales.

The event, opened by Dr. Anwar Abu Eisheh, Palestinian Minister of Culture, and by Ms Olga Baus-Gibert, Head of Social Affairs Section, at the Office of the EU Representative, was organised in collaboration with Shashat Women's Cinema.

It focused on the achievements of the Euromed Audiovisual III programme in the fields of film financing and statistical data collection with the presentation of a project for a South Mediterranean Film Development Fund. A sneak preview of a new report on the Palestinian audiovisual landscape was also presented.

A model for a new financial mechanism aiming at supporting development and pre-production at the regional level was presented, as part of the recommendations of the Euromed Audiovisual Financing Working Group (FWG), created in 2012, where Palestinian professionals were involved.

After the financing working group's last meeting in Brussels in December 2013, this workshop in Ramallah is the first of a series of initiatives in each country of the South Mediterranean region to spark local interest in implementing its recommendations, and test the proposed ideas. These inputs will be instrumental in shaping the future of the programme and the actions taken to guarantee its sustainability.

Further to presenting this new tool, the workshop provided practical, topical and useful information to the invited professionals.

Sales agent Delphyne Besse for Urban Distribution International, France, explained how to successfully pitch a film to an international sales agent, while producer Daniel Marquet (Groupe 1, France) gave tips about the negotiation of sales and pre-sales contracts.

During the event, the Euromed Audiovisual III programme distributed a first time ever report on the Palestinian audiovisual landscape, established in collaboration with the European Audiovisual Observatory. This report includes basic data about infrastructures (telecommunication and broadcasters) as well as detailed information about the film industry: 23 productions companies have been registered between 2007 and 2012, 124 films produced between 2010 and 2012. Since 2006, Palestine has a very good rate of co-productions, mainly with Europe, with 19 films coproduced till 2013, while for example Egypt had “only” 29.
